The Building and Monument Conservation Department is divided into two specialist groups, Building Regulations and Monument Conservation. Both tasks are often concentrated in the building permit procedures and communicated to the citizen in a decision. Building regulations include the processing of incoming applications, fees and building charges, the processing of objections and the processing of applications. Monument preservation also deals with individual monuments, monument areas and the special topic of world cultural heritage.

The Building and Monument Preservation Department combines two lower-level government tasks that preserve the design and regulate the structural development of the city. As formulated in the city's mission statement with the aim of combining tradition and modernity, the historic cityscape is to be preserved and renewed. The extensive preservation of the historic urban structure is one of its special qualities.

The designation of listed areas, the preservation statutes and the advertising statutes ensure that urban renewal is preserved. New, modern construction takes place in gaps between buildings and on former military or commercial sites. Energy-saving construction and barrier-free building have become increasingly important in recent years due to the amendment of the state building regulations and represent important goals.

The state capital Schwerin - represented by the Building and Monument Preservation Department - performs the tasks of the Lower Building Supervisory Authority and the Lower Monument Preservation Authority within its delegated sphere of influence.
