The Road Construction and Administration / Development and Improvement Contributions specialist group is divided into Road Construction and Administration and Development and Improvement Contributions.
The Road Construction and Administration section of the Road Construction and Administration / Development and Expansion Contributions specialist group is responsible for

• Design and new construction of public roads
• Design and new construction of engineering structures such as bridges, retaining walls and noise protection facilities
• Road administration (including dedication and confiscation of public roads, approval of property access roads, maintaining the road register and documenting road-related data)
• Operation, maintenance and new construction of street lighting systems
• Operation, maintenance and new construction of traffic lights
• Collection of development contributions
• Collection of road improvement contributions

Road construction and development contributions are determined and levied in the area of development and expansion contributions. Development refers to the construction measures that enable the structural or commercial use of land; development is aimed at making land ready for construction. Facilities constructed for this purpose are development facilities within the meaning of §§ 123 ff of the German Building Code (BauGB). In accordance with § 127 Para. 1 BauGB in conjunction with the development contribution statutes of the state capital Schwerin, development contributions are to be levied for the expenses incurred by the state capital Schwerin through the construction of a development facility. Development contributions When development roads are built for the first time, development contributions are levied from the residents in accordance with the BauGB (§§ 127 ff.). The development contributions amount to 90% of the apportionable construction costs. Road construction contributions According to the M-V Municipal Tax Act (KAG MV), the city is obliged to levy local authority contributions for road improvement and renewal measures. The amount of the contribution is determined in accordance with the statutes on the collection of development contributions and is between 20% and 75% of the investment costs, depending on the importance of the road and the partial facility developed (e.g. carriageway, footpath, lighting, parking areas).
