The education department includes school administration, child day care and the BAföG Competence Center.

The state capital Schwerin is the school authority for the state elementary school, regional schools, grammar schools, vocational schools, special schools, comprehensive schools and evening grammar schools. It has to bear the material costs for the so-called "external school administration". In particular, it owns the school buildings and is responsible for equipping the schools and procuring learning materials. In addition, the state capital Schwerin, as the "planning authority", has to draw up the school development plans for the general education schools and vocational schools, in which the school network in the state capital Schwerin is defined for five-year planning periods.

If children attend a crèche, kindergarten, after-school care or are looked after by childminders, the state capital of Schwerin, as the local provider of public youth welfare services, is responsible for approving places and any applications for a reduction in parental contributions. The care of children in day-care facilities or childminders requires that the facility providers and childminders have the appropriate operating licenses, which the state capital is also responsible for issuing. Last but not least, the state capital Schwerin negotiates the costs for a place in a crèche, daycare center and after-school care center with the facility providers and sets the costs for places in child daycare.

The BAföG Competence Center for the state capital Schwerin and the district of Ludwigslust-Parchim issues grants in accordance with the Federal Training Assistance Act.
