Road construction and development contributions are determined and levied in the Expansion and Development Measures team.

Development refers to construction measures that enable the use of land for construction or commercial purposes; development is aimed at making land ready for construction. Facilities erected for this purpose are development facilities within the meaning of §§ 123 ff of the Building Code (BauGB). Development contributions are to be levied for the expenses incurred by the state capital Schwerin through the construction of a development facility in accordance with § 127 Para. 1 BauGB in conjunction with the development contribution statutes of the state capital Schwerin.

Development contributions For the initial construction of development roads, development contributions are levied on the residents in accordance with the BauGB (§§ 127 ff.). The development contributions amount to 90% of the apportionable construction costs.

Road construction contributions According to the Municipal Charges Act M-V (KAG MV), the city is obligated to levy resident contributions for road construction improvement and renewal measures. The amount of the contribution is determined by the statutes on the levying of development contributions and ranges between 20% and 75% of the investment costs, depending on the traffic significance and the upgraded sub-facility (including roadway, sidewalk, lighting, parking areas).
