The Treasury, Financial Control department is responsible for budget planning and asset accounting. This is where the budget is drawn up and the budget statutes are submitted to the city council for resolution.

In addition, we deal with all investments from a financial perspective. These range from the procurement of a rescue service vehicle to the construction of schools or the basic extension of a road. We plan the necessary funds in the budget. We book each individual invoice and balance the asset growth in the balance sheet. After completion, the annual depreciation expenses are determined and posted.

As a city, we are not able to finance all investments ourselves. We determine the amount of borrowing required in some cases and also include it in the budget planning. During implementation, we write out the borrowing requirements, prepare the decision to borrow, and then post the deposit. Subsequently, the interest and the repayment installments have to be serviced. Last but not least, follow-up financing must always be concluded after the expiry of fixed-interest periods.

In the execution of the budget, the city is regularly confronted with changing conditions. On the one hand, legal requirements change, resulting in an adjustment of the planned finances. On the other hand, assumptions regarding the development of individual income and expense items do not materialize, or the construction budget actually earmarked for an investment is not sufficient. In these cases, we are required to close the corresponding financing gaps using the various legally available instruments. We report to the Finance and Main Committee three times a year and publicly on the status of the budget. In addition, we are responsible for all financial statistics that we, as a city, are required to provide to state and federal authorities at various reporting dates.

In addition, we are responsible for all matters of the city vis-à-vis the tax office, from the advance sales tax return for many different areas of the administration and the municipal enterprises to the corporate income tax return.

We also take care of all municipal insurance policies, from liability insurance to building insurance, motor vehicle insurance and accident insurance, and assert claims against the respective insurance company in the event of a loss.
